Chapter 14 - BELLWEATHER

They did not go alone.

Daniel had learned.

Federal tactical teams secured the perimeter before dawn.

Torres obtained warrants using Whitmore’s recordings, Continuity financial records, evidence from Nathaniel Ross, and the hospital investigation.

No secret operation.

No unofficial invasion.

No Ghost strike.

Law.

Paper.

Judges.

Accountability.

Anna would have approved.

Daniel stood beside Torres inside a mobile command vehicle.

Bellweather appeared on aerial imagery.

Main residence.

Medical wing.

Underground levels.

Power generator.

Two exit tunnels.

“No visible armed response,” an agent reported.

Daniel watched thermal feeds.

“Too quiet.”

Torres nodded.

“They know we’re coming.”

“Probably.”

“Still want to enter?”

“Yes.”

“You’re not on the tactical team.”

“I know.”

“Say it like you mean it.”

“I am not on the tactical team.”

“Beautiful.”

Agents breached at 6:17 a.m.

No resistance.

The mansion looked like a luxury rehabilitation facility.

Clean hallways.

Private bedrooms.

Medical stations.

But several residents had no legal identities.

A woman declared dead fourteen years earlier.

A former intelligence contractor who officially drowned in 2018.

A corporate accountant reported killed in a boating accident.

People erased from public life.

Some were prisoners.

Some had voluntarily disappeared.

Some seemed psychologically conditioned to remain.

Daniel entered only after the building was declared secure.

He hated every room.

Bellweather was not a dungeon.

That made it worse.

Soft furniture.

Gardens.

Books.

Comfort.

A prison built from controlled reality.

Torres found a directory.

“Rachel Quinn.”

Room B-17.

Daniel stopped.

“Seventeen.”

Legacy Subject 17.

Anna_17.

Pattern.

They entered the underground wing.

Room B-17 was empty.

Bed.

Desk.

Old television.

Marks scratched into the wall.

Daniel examined them.

Dates.

Eight years.

Rachel’s captivity.

On the underside of the desk, someone had carved:

ANNA WAS HERE.

Daniel stared.

Torres looked at him.

“Your wife came here.”

“How?”

A loose floorboard answered.

Under it sat a plastic-wrapped notebook.

Anna’s handwriting.

Daniel sat on the bed.

He opened it.

March 14.

Rachel is alive.

Marcus was telling the truth.

Continuity kept her because she knew Adrian survived Black Harbor long enough to issue one final command.

Daniel looked at Torres.

“Adrian did survive.”

He kept reading.

March 16.

Adrian died here.

Not during Black Harbor.

Bellweather.

Eleven months later.

Daniel breathed.

So his father was truly dead.

Perhaps.

Anna continued.

Before his death, Adrian transferred master access to Victoria.

Marcus tried to destroy it.

Rachel hid a duplicate.

March 19.

I made a bargain with Victoria.

Daniel froze.

His wife had met Vivian.

He read.

She wanted Daniel.

I told her she could never have him.

She laughed and said everyone eventually belongs to the system that understands them best.

I offered something else.

My accounting architecture.

Daniel stared.

Anna had helped build part of Continuity.

Torres saw his face.

“What?”

“My wife worked for them.”

He kept reading.

Temporarily.

Deliberately.

Anna had offered to redesign Continuity’s financial redundancy system.

In exchange, Victoria removed Daniel and Lily from active recruitment.

But Anna inserted vulnerabilities.

The dead-man mirrors.

The ledger copies.

The access protections.

Anna had infiltrated Continuity from inside.

She had not merely protected Daniel.

She sabotaged them for years.

Daniel felt something between pride and heartbreak.

Another entry.

April 2.

Victoria thinks she recruited me.

Marcus knows better.

If cancer gives me less time than expected, Lily becomes the failsafe.

I hate that sentence.

She deserves a childhood.

Daniel closed his eyes.

Anna had hated what she was doing.

But she had done it anyway.

Final entry.

June 9.

Daniel must never know until Lily is old enough to choose for herself.

He cannot be allowed to turn this into a war.

A war is what Victoria understands.

Evidence is what she fears.

Daniel looked toward Torres.

“She knew.”

“Knew what?”

“How to beat them.”

The entire response since Lily’s assault came into focus.

Not assassinations.

Not covert revenge.

Expose financial structures.

Recover videos.

Secure witnesses.

Prosecute crimes.

Force Continuity into sunlight.

That was Anna’s weapon.

A shout echoed from the corridor.

Agents moved.

Torres reached for her weapon.

“Stay here.”

Daniel ignored her and followed.

At the end of the hall, agents surrounded a hidden elevator.

It had opened from a level not shown on plans.

Inside stood one person.

Marcus Vane.

Older than Daniel remembered.

Scar across his cheek.

Gray hair.

Hands visible.

Unarmed.

Daniel stared.

Twenty-two years of history compressed into the space between them.

Marcus looked at him.

“Hello, Daniel.”

Daniel walked forward.

Torres intercepted slightly.

“Hands where I can see them.”

Marcus obeyed.

Daniel stopped six feet away.

“You were at Delta House.”

“Yes.”

“You grabbed Lily.”

“Yes.”

“You tried to get her out.”

“Yes.”

“You spent decades lying to me.”

“Yes.”

“You manipulated Reed.”

“Yes.”

“Anna trusted you.”

Marcus’s expression softened.

“Sometimes.”

Daniel wanted to hit him.

He did not.

“Why are you here?”

Marcus looked toward Room B-17.

“To give you Victoria.”

Torres frowned.

“You know where she is?”

“No.”

“Then how?”

Marcus nodded toward Daniel’s encrypted phone.

“Ghost Actual Two.”

Daniel stared.

“That’s Victoria?”

“No.”

“Then who?”

Marcus looked almost afraid.

“That is the problem.”

He pulled a small metal key from his pocket and placed it on the floor.

Torres retrieved it.

“What does it open?”

Marcus looked at Daniel.

“Adrian’s archive.”

“Here?”

“Yes.”

“Why not open it yourself?”

“Only Ghost Actual can.”

Daniel’s jaw tightened.

“Convenient.”

Marcus nodded.

“Extremely.”

They found the archive behind the old medical wing.

Biometric lock.

Daniel’s fingerprint opened it.

Inside sat a single server rack.

Offline.

Torres photographed everything before technicians touched it.

The server contained Continuity’s core historical records.

Financial transfers.

Identity manipulation.

Black Harbor files.

Preservation sites.

Civilian board memberships.

Enough evidence to destroy the network’s current structure.

Daniel felt almost nothing.

Because one file sat at the top.

SUCCESSION.

He opened it.

VICTORIA VOSS.

STATUS: REMOVED FROM COMMAND.

DATE: TWO DAYS AGO.

Daniel turned toward Marcus.

“You said Victoria controls Continuity.”

“She did.”

“Who removed her?”

Marcus looked at the screen.

“I don’t know.”

A new designation appeared.

CURRENT CIVILIAN ARCHITECT:

UNKNOWN.

OPERATIONAL AUTHORITY:

GHOST ACTUAL TWO.

Legacy archive authority:

LILY WALKER.

Daniel froze.

“What?”

Torres read it again.

“Lily has active authority.”

Daniel’s phone rang.

Lily.

He answered instantly.

“Lily?”

Her voice was weak but clearer than before.

“Dad.”

“What happened?”

“Someone came.”

Daniel’s blood turned cold.

“Who?”

“Grandma.”

“Eleanor?”

“No.”

Daniel stopped.

Lily whispered.

“The other one.”

“What other one?”

“I thought she was Grandma Eleanor.”

Daniel looked toward Marcus.

Marcus’s face drained.

Lily continued.

“But she said Eleanor has been lying to you.”

Daniel’s pulse hammered.

“Where are you?”

“Hospital.”

“Is Reed there?”

“Yes.”

“Agents?”

“Yes.”

“Then lock the door.”

Lily whispered.

“Dad…”

“What?”

“She looks exactly like Grandma.”

Daniel looked at Marcus.

Marcus closed his eyes.

Daniel understood before anyone spoke.

Twins.

Eleanor had a twin.

Or someone made to look like her.

Lily continued.

“She gave me something.”

“What?”

“A photograph.”

“Of?”

Lily’s next words silenced the entire room.

“Mom.”

Daniel gripped the phone.

“What about Mom?”

May you like

Lily began crying.

“The picture was taken last month.”
