Reyes killed the lights. Eli rolled Lily’s bed into an equipment closet while Doctor Pierce covered the monitors with blankets. Daniel remained at the nurses’ station, Sarah’s frozen face glowing on the laptop.
The elevator doors opened.
A woman stepped into the abandoned wing wearing a charcoal coat and carrying a paper bag. She was in her late forties, with auburn hair pinned neatly at her neck. Daniel recognized her from campaign posters beside Senator Wren.
Claire Wren, the senator’s wife.
“Colonel Vale,” she said. “If I meant you harm, the elevator would be full.”
“Keep your hands visible.”
She raised them. “The bag contains antibiotics, liquid nutrition, and a transmitter Captain Rusk planted inside your daughter’s portable monitor.”
Pierce checked. Beneath the battery cover he found a tracking device.
Claire placed the bag down. “We have perhaps twenty minutes before it stops moving and Rusk becomes suspicious.”
“Why help us?” Daniel asked.
“Because Malcolm ordered a nineteen-year-old girl silenced. Because I have spent fifteen years pretending not to see what my husband became. Choose whichever answer lets us move faster.”
Daniel studied her posture, breathing, and pupils. Fear, shame, urgency. No obvious deception.
“What does Northstar select?”
“Useful people. Soldiers, judges, police officers, journalists, corporate executives. It finds pressure points, creates crises, and rewards obedience. Those who resist are ruined or removed.”
“Glass Harbor?”
“A loyalty test. Your unit was ordered into an impossible situation. The survivors were studied. Some were recruited.”
Reyes emerged from the darkness. “Who?”
Claire looked at him. “One of your own.”
No one spoke.
Daniel thought of Jonah declining the call. Mara behind the screen. Eli beside Lily. Reyes standing within arm’s reach.
“Name,” Daniel said.
“I don’t know. Malcolm calls the person Shepherd.”
Claire gave them a keycard to Hale’s river storage building. “The steel archive will be moved tonight to Northstar’s emergency site beneath Saint Catherine. Hale funded the hospital renovation because the old civil-defense level has independent power and communications.”
The hospital was not merely compromised. It was their fortress.
“Why move it?” Mara asked through the screen.
“Lily copied part of the ledger. They believe she sent it to someone. They are gathering every record before they erase this branch.”
Daniel looked toward the closet where his daughter waited.
“How did Lily find the ledger?”
Claire’s expression softened. “She interned at Hale’s charitable foundation. She found payments connected to Sarah’s death and confronted my husband. He tried to frighten her. She kept digging.”
Pride and pain struck Daniel together. Lily had inherited Sarah’s courage and his refusal to retreat, a dangerous combination.
Claire turned to go.
“Your husband will know you helped us,” Daniel said.
“He already suspects.”
“Come with us.”
She shook her head. “My son is at home with Malcolm’s security. I leave only when I can take him.”
At the elevator she paused. “Sarah trusted me once. I betrayed that trust by staying silent. Do not make the same mistake with your people.”
The elevator carried her down.
Mara resumed Sarah’s video. The recording was six years old, but Sarah’s voice filled the dark ward as if she stood among them.
“Northstar survives by making good people doubt one another,” she said. “Daniel, the three names are guilty, but vengeance against them will hide the truth. Make them speak. Make the country hear them. And if you activate Specter, remember that Shepherd will hear the call too.”
The video ended.
Reyes looked at the black coin in Daniel’s hand. “Only seven people knew the activation number.”
“Five are alive,” Mara said.
“Four are in this conversation,” Eli added.
The implication settled over them.
Jonah had refused Daniel’s call.
At that moment, the hospital security feed changed. Captain Rusk entered Lily’s original room, found Nolan unconscious beneath the bed, and tore away the blankets covering the simulated patient.
He raised his radio.
Every police unit in Bellweather received the same order.
“Daniel Vale has abducted a critically injured patient. He is armed, delusional, and extremely dangerous. Lock down the hospital.”

Then Rusk looked directly into the security camera.
“I know you’re watching, Colonel. Bring back the ledger, or Doctor Pierce’s family dies first.”
