Chapter 4 - the prosecutor who believed nobody

Elena Vasquez had survived twelve years as a federal prosecutor by assuming everyone lied until evidence proved otherwise.

When Jack Hart called her, she believed perhaps ten percent of what he said.

Nathan Webb dead?

Possible.

Barnes shooting a teenager?

Unlikely but not impossible.

Daniel Rourke alive?

Ridiculous.

She had seen Rourke's death certificate herself while tracing Blackridge contracts.

But she also knew Nathan Webb had tried contacting her three times before disappearing.

She had missed the final call while inside a grand-jury session.

That fact had kept her awake for two nights.

So Elena did not dismiss Jack.

She told two federal agents to meet her in Stone County.

Then she drove.

Jack, Sarah, Tyler, and Cole did not wait at the gas station.

The black sedan parked near the rear entrance.

Two men got out.

Jack recognized one from the hospital.

He moved quickly.

"Back in the van."

Cole said, "State police are right there."

"And we don't know who Barnes owns."

That sounded paranoid.

Until one of the state troopers exited the gas station, saw the black sedan, and nodded at the driver.

Jack's suspicion became fact.

They left through the truck lane.

Tyler was deteriorating.

His skin had gone gray.

Sarah checked the bandages.

"He's bleeding again."

Jack's chest tightened.

"We need a hospital."

"No county hospital."

Cole pointed toward the highway.

"Saint Catherine's is twelve miles east. Private."

They made it in nine minutes.

Jack carried Tyler into emergency intake.

The staff recognized immediately that something was wrong.

Doctors rushed him inside.

Sarah stayed.

Jack refused to leave the door until a physician promised nobody entered Tyler's treatment room without Sarah's permission.

Cole remained in the waiting area.

Jack stood near the windows.

Twenty minutes later, Elena Vasquez arrived with two federal agents.

She was forty-one, dressed in a navy suit, hair pulled tightly behind her head, expression unreadable.

She walked directly toward Jack.

"Mr. Hart?"

"Yes."

"You said you have evidence."

Jack handed her Tyler's phone.

Cole stood.

"I can authenticate it."

Elena looked at his uniform.

"Deputy Mercer."

"You know me?"

"I know everyone who was present when Nathan Webb disappeared."

Cole swallowed.

Elena played the recording.

When Rourke's voice spoke, one of the agents exchanged a look with her.

Jack noticed.

"You've heard him too."

Elena stopped the playback.

"No."

"That look said otherwise."

"It said nothing."

Jack stepped closer.

"My son's in surgery for the second time because people keep saying nothing."

Elena studied him.

Then she turned to Cole.

"You witnessed the shooting?"

"Yes."

"Was Tyler armed?"

"No."

"Did he attack Sheriff Barnes?"

"No."

"Did he steal anything?"

"No."

"Did Barnes shoot him?"

"Yes."

"Why?"

Cole looked toward Jack.

"Because Tyler recorded Barnes with Nathan Webb."

Elena's expression changed slightly.

"Where is Webb's body?"

"Behind the courthouse maintenance building."

"We searched that area."

"Breach tunnel."

Elena frowned.

"What?"

"There's an old utility tunnel under the annex. Barnes had us move Webb through it before investigators arrived."

"Where?"

"Lake Bell."

Jack looked at Cole.

"You didn't mention that."

"I didn't know if it mattered."

Elena said, "Everything matters."

Cole nodded.

"They placed him inside a refrigerated maintenance truck."

"And then?"

"I wasn't there."

"Who was?"

"Brenner and Voss."

Elena recognized the names.

Both were senior Barnes deputies.

Both had suddenly taken paid leave that morning.

She stepped away and called someone.

Jack listened to fragments.

Federal warrant.

Lake Bell.

Preservation order.

Immediate.

Then Elena returned.

"Mr. Hart, I need you and your family placed under federal protection."

Jack almost laughed.

"Can you guarantee your office isn't compromised?"

Elena did not answer immediately.

That was enough.

Jack said, "Exactly."

She lowered her voice.

"Two weeks ago, I requested a sealed warrant for Blackridge financial records. Barnes knew within six hours."

Cole stared.

"How?"

"I haven't identified the leak."

Jack looked toward the hallway where Tyler had disappeared.

"Then your protection puts a target around him."

Elena crossed her arms.

"You have another plan?"

"Yes."

"What?"

"Find out what happens at Lake Bell tomorrow."

"No."

Jack stared at her.

Elena continued.

"You're a civilian."

"So is my son."

"That doesn't make you law enforcement."

Jack's expression remained flat.

"No."

One federal agent stepped closer to Elena and whispered.

She listened.

Then looked at Jack again.

"What exactly did you do in the military?"

Jack said nothing.

Cole glanced toward him.

Elena already knew.

She had run his name during the drive.

"Jack Hart. Army Special Operations Command. Classified deployments. Silver Star. Two Bronze Stars. Left active service after an operation in northern Syria."

Sarah had approached behind them.

"Enough."

Everyone turned.

She looked at Elena.

"My husband buried that life because he wanted our son to grow up with a father who came home every night."

Jack saw the pain in her face.

Elena softened slightly.

"I understand."

"No, you don't."

Sarah walked closer.

"Every time somebody learns what Jack used to be, they look at him like he's a weapon they can use."

She pointed toward the emergency doors.

"Our son is in there because powerful men already decided people are disposable."

Elena did not argue.

Sarah looked at Jack.

"And you are not going to become what they expect."

Jack nodded.

"I know."

She held his gaze.

"Do you?"

Before he could answer, the emergency-room doors opened.

A surgeon approached.

Sarah hurried toward him.

"Mrs. Hart?"

"Yes."

"Your son's stable."

Sarah's shoulders dropped.

Jack closed his eyes briefly.

"The bleeding came from a torn vessel near the previous surgical site. We repaired it. He's going to need complete rest."

"When can we see him?"

"Soon."

The surgeon hesitated.

"There was something else."

Jack looked up.

"What?"

"The bleeding wasn't spontaneous."

Sarah went still.

"What does that mean?"

The surgeon held up a small plastic evidence bag.

Inside was a bent metal clip.

"This was lodged beneath the outer dressing."

Cole stared.

"A clip?"

"Positioned so movement would gradually reopen the incision."

Sarah's face drained.

"Someone did that to him?"

"That's what it looks like."

Jack remembered Barnes beside Tyler's bed.

Pointing.

Mocking.

Touching the blankets before Jack entered.

Barnes had not been waiting for Tyler to recover.

He had been waiting for him to bleed out.

Elena's expression hardened.

"That changes things."

Jack looked at her.

"It changes nothing."

"It gives us attempted murder inside a hospital."

"We already had attempted murder."

"Now I can move faster."

Jack turned toward Cole.

"Who would Barnes trust to get near Tyler?"

Cole thought.

Then his eyes widened.

"Deputy Voss's sister works here."

Elena immediately spoke to an agent.

"Find her."

The agent left.

Jack's mind stayed on the recording.

Daniel Rourke.

Blackridge.

Lake Bell.

Nathan Webb.

Money.

He looked at Elena.

"You said you were investigating Blackridge finances."

"Yes."

"Why?"

"Federal disaster grants disappeared through county subcontractors. Every trail eventually led to Blackridge Response Solutions."

"What does Blackridge claim to do?"

"Emergency logistics. Infrastructure security. Private detention. Transport."

Jack almost smiled.

"That's the public version."

Elena studied him.

"What was the private version?"

Jack looked toward Sarah.

She knew he had never told anyone everything.

Not even her.

He finally said, "Blackridge started as an off-book network Rourke used overseas."

"For what?"

"Jobs governments wanted done without signatures."

Cole whispered, "Assassinations?"

Jack looked at him.

"Sometimes."

Elena's face tightened.

"And now they're operating in Mill Creek?"

Jack shook his head.

"No."

"What do you mean?"

"If Rourke came here personally, this isn't about a few stolen grants."

"Then what is it about?"

Jack remembered Tyler's words.

If it works, Blackridge will own the whole county.

He looked at Elena.

"A takeover."

She frowned.

"Of what?"

"Everything."

At that moment, Elena's phone rang.

She answered.

Listened.

Her face changed.

"When?"

More silence.

Then she ended the call.

Cole asked, "What happened?"

Elena looked at them.

"Federal agents reached Lake Bell."

Jack waited.

"The treatment plant is empty."

Cole frowned.

"What about Webb?"

"No body."

"Vehicles?"

"None."

Jack knew what that meant.

"They moved early."

Elena nodded.

"There's more."

"What?"

"The property records changed this morning."

"Changed how?"

"The county sold the entire Lake Bell industrial district to a private holding company."

Jack asked, "Which company?"

Elena looked directly at him.

"Mercy Ridge Holdings."

Sarah stared at Jack.

Mercy Ridge.

Their cabin.

Their private refuge.

A name Daniel Rourke should never have used.

Unless he wanted Jack to notice.

Jack felt something colder than fear.

Rourke was no longer hiding.
