That surprised everyone.
She taught art history at a small college in Vermont.
No mansion.
No handler.
No visible security.
When investigators approached her, she did not run.
She only asked:
“Is William finally caught?”
Claire had escaped the program at twenty-three.
She had known almost nothing about Catherine personally.
Only facts.
Favorite foods.
Childhood memories.
Medical history.
Handwriting.
Voice exercises.
Photographs.
She had been told Catherine was unstable and would eventually abandon Edward.
Claire had believed her assignment was to help a damaged family recover.
Then she found a hidden recording.
William instructing a handler to create evidence that Catherine had committed financial fraud.
Claire refused.
The program marked her defective.
She fled.
“Why didn’t you warn us?” Catherine asked during their meeting.
Claire looked ashamed.
“I tried.”
She had sent three letters.
William intercepted all of them.
One remained in the Ledger.
Catherine read it.
I do not know you, but people are teaching me how to become you. If you have a husband named Edward and a little boy named Thomas, take them and leave.
Catherine cried.
Not because Claire had been meant to replace her.
Because somewhere, a twenty-three-year-old woman had risked everything to protect strangers.
Catherine reached across the table.
“Thank you.”
Claire broke down.
That meeting became the foundation for what later changed the entire investigation.
Replacement candidates were not perpetrators by default.
Many had been children themselves.
Victims trained to inherit stolen lives.
Public anger initially demanded mass arrests.
Catherine, Thomas, Aaron, and Claire fought against it.
“You cannot expose a system that stole identities,” Thomas told Congress months later, “and then punish the children whose identities it stole first.”
The policy changed.
Replacement subjects received immunity for coerced participation unless independent crimes could be proven.
William watched the hearings from federal custody.
