Chapter 7 - Twelve Hours Before the Fire

Bellhaven awoke to sirens.
Roadblocks appeared at every highway entrance. Federal agents searched municipal buildings. Military investigators secured the Kane warehouses.
Yet Victor Kane and the others had vanished.
Nicole established a temporary command center inside the library.
Evelyn refused hospital admission after receiving stitches and a neurological examination. She sat at the main table with Daniel’s ledger open before her.
Caleb slept in a reading chair nearby.
General Hale stood near the window under armed supervision.
Major Reed reviewed the forged transport order.
“The authentication token was genuine,” he said.
Hale folded his arms. “My credentials were copied.”
“From where?”
“I don’t know.”
Nicole said, “Site Seven.”
Hale looked at her.
“Victor told me to ask what happened there. The forged order used your authorization. Someone wants us focused on you.”
“Or I’m guilty.”
“Are you?”
“No.”
“Then help me prove it.”
Hale approached the table.
“Site Seven had an offline verification system. Senior officers were issued physical code modules.”
“Where is yours?”
“Destroyed in the fire.”
“Did you see it destroyed?”
“No.”
Nicole nodded.
“Then someone has had your credentials for eighteen years.”
Evelyn turned a page in the ledger.
“These symbols appear beside every shipment Daniel believed was connected to Site Seven.”
Nicole looked down.
Each entry contained a triangle divided by a vertical line.
Caleb opened his eyes.
“I’ve seen that.”
Everyone turned.
“Where?” Nicole asked.
“Behind the diner.”
He sat up.
“The van I saw had that symbol scratched near the back door.”
“What van?”
“The one Travis and Harper were unloading.”
“What time?”
“Before I went to the library.”
Evelyn checked the clock.
“That was the morning Travis confronted me.”
Nicole opened a town map.
“Where did the van go?”
“I followed it for a while. It drove toward the old water treatment plant.”
Hale pointed to the western edge of Bellhaven.
“That plant sits above utility tunnels built during the Cold War.”
“Connected to Site Seven?” Reed asked.
“Possibly.”
Nicole looked at the clock.
Victor had warned them they had twelve hours before Bellhaven burned its history.
Nine hours remained.
Agent Chen entered carrying a laptop.
“We searched Kane Construction. The servers were wiped, but technicians recovered fragments from the backup system.”
She opened an email.
The sender was listed only as N.
The message read:
Prepare the public incident at the diner. Evelyn must appear unstable. Harper will close the case. When Nicole arrives, retrieve the sequence.
Nicole read it twice.
“The assault was planned.”
Evelyn’s voice became cold.
“Travis was supposed to hurt me.”
Chen nodded.
“They expected Nicole to return.”
Nicole asked, “Why use a public location?”
“To create a narrative,” Reed said. “An elderly woman falls. Her military daughter reacts aggressively. Local police frame the confrontation as an abuse of authority.”
Hale added, “If Nicole had attacked Travis, they could discredit her before she accessed military records.”
Evelyn looked at her daughter.
“But you didn’t attack him.”
“I wanted to.”
“You have your father’s patience.”
Nicole stared at the ledger.
“Dad knew they would come for the sequence. That means the sequence opens something they still need.”
Hale said, “A storage vault.”
“Where?”
“Site Seven.”
Reed checked another recovered file.
“We found a partial transport schedule. Something is being moved from Bellhaven tonight at 11:40.”
“What?”
“Listed only as Asset Lazarus.”
Hale’s face went pale.
Nicole noticed.
“You know that name.”
“It was Daniel’s designation after Site Seven.”
Evelyn stood.
“You called my husband an asset?”
“It was intended to conceal his identity.”
“What happened to him?”
Hale looked at the floor.
“After the fire, no one could confirm whether he escaped or was taken. Then the messages began.”
“How many?”
“Seven over eleven years.”
“Why didn’t you trace them?”
“I tried. Each came through an isolated network.”
Nicole asked, “What did the final message say?”
Hale hesitated.
“Tell me.”
“It arrived fourteen months ago.”
“The same time the photograph was taken.”
“Yes.”
“What did Dad say?”
Hale met her eyes.
“He said Nathaniel was dying and the organization had chosen a successor.”
“Who?”
“He did not name the person.”
Evelyn looked at the initials in the ledger.
N.T.
“Perhaps Nathaniel wasn’t the only N.T.”
Nicole turned.
“What do you mean?”
“Your father used initials to protect identities. We assumed N.T. meant Nathaniel Turner because he said the name on the recording. But later entries may refer to someone else.”
“Who else has those initials?”
Caleb spoke from the chair.
“Nicole Turner.”
The room became silent.
Nicole looked at him.
He immediately lowered his eyes. “I’m sorry.”
“No. You’re right.”
Reed said, “Someone could be using your identity.”
“Or preparing to.”
Agent Chen enlarged another recovered document.
A personnel profile appeared on the screen.
It contained Nicole’s photographs, service history, blood type, fingerprints, and security clearance.
At the bottom was a heading:
SUCCESSION CANDIDATE N.T.
Evelyn whispered, “They chose you.”
Nicole shook her head.
“They chose my access.”
An alarm sounded from the front desk.
Smoke rose outside.
The town archives building, two blocks away, had caught fire.
Moments later, another alarm sounded.
Flames appeared at the county records office.
Then at the old hospital storage wing.
Victor’s warning was coming true.
Bellhaven’s history was burning.
Nicole pointed to the map.
“The fires are distractions. Reed, coordinate emergency crews. Chen, protect the library and ledger. Hale comes with me.”
“Where?” Evelyn asked.
“The water treatment plant.”
“I’m coming.”
“No.”
“Daniel may be there.”
“That is why you’re staying.”
Evelyn stepped close enough that Nicole could see the bruise on her cheek.
“I waited eighteen years. Do not ask me to sit beside a telephone again.”
Nicole knew the expression.
It was the same one Evelyn had worn when refusing to leave the library, refusing to sell her home, and refusing to believe Daniel drowned.
“Stay behind me,” Nicole said.
Evelyn picked up the backpack containing the ledger.
“I raised you. I know how walking works.”
They left through the rear entrance.
Across town, flames reflected against the low clouds.

At exactly 8:17, every church bell in Bellhaven began ringing.
No one was inside the churches.
