Chapter 13 - Subject 19

The captured man identified himself only after Kelsey entered the interrogation room.
“Jonathan Pierce.”
Age thirty-two.
Former private military contractor.
Declared missing eighteen months earlier.
No known connection to Halcyon.
Until he looked at Kelsey and said:
“You’re older than the videos.”
Kelsey sat across from him.
“What videos?”
“Training.”
“What training?”
“How to identify you.”
“Why?”
Jonathan smiled.
“So we could know which one was real.”
Christopher, behind the glass, stiffened.
Kelsey kept her expression neutral.
“There’s more than one Kelsey Morgan?”
“Not physically.”
“Explain.”
Jonathan leaned back.
“Profiles.”
“Behavioral simulations?”
“Thousands.”
Kelsey understood.
Halcyon had modeled her choices.
“What are you supposed to do when you find me?”
“Depends.”
“On what?”
“Which version you become.”
“Version.”
“If you cooperate, protect.”
“And if I don’t?”
“Contain.”
“Kill?”
Jonathan smiled again.
“That word is emotionally inefficient.”
Kelsey leaned forward.
“What is Subject 19?”
His smile vanished.
Christopher noticed.
Kelsey repeated.
“Who is Subject 19?”
Jonathan looked at the camera.
“I want immunity.”
“You attempted to enter a hospital with forged credentials.”
“I didn’t shoot anybody.”
“Your partner had a suppressed pistol.”
“He was security.”
“For murder.”
Jonathan shrugged.
Kelsey stood.
He spoke immediately.
“Subject 19 isn’t a person.”
She stopped.
“What is it?”
“A cohort.”
“How many?”
“I don’t know.”
“Guess.”
“Hundreds.”
Kelsey slowly sat again.
“Children?”
“Some.”
Christopher entered despite protocol.
“You experimented on hundreds of children?”
Jonathan looked at him.
“I didn’t.”
“Who did?”
“The program.”
Kelsey’s voice became deadly quiet.
“Programs don’t hurt children. People do.”
Jonathan looked at her.
“That’s why they’re afraid of you.”
“Who?”
“The Board.”
“What board?”
He laughed.
“You really don’t know.”
Kelsey waited.
“The Continuity Board.”
“Mercer?”
“One member.”
“Cross?”
Jonathan looked toward the glass.
Kelsey saw enough.
General Evelyn Cross had left the farmhouse earlier, claiming she needed to secure Fort Halstead.
Now Kelsey wondered whether securing meant protecting them.
Or protecting Halcyon.
“Who else?”
“People you know.”
“Names.”
“I want immunity.”
Christopher said, “Start talking and maybe we discuss cooperation.”
Jonathan looked at Kelsey.
“You won’t make it to court.”
“Try me.”
“The Board has had access to your career since your first assignment.”
“I know.”
“They selected cases for you.”
Kelsey paused.
“What?”
“They moved evidence.”
“Why?”
“To shape your investigative instincts.”
Her entire career.
Not just her marriage.
Cases.
Promotions.
Mentors.
Assignments.
Kelsey felt nauseated.
“What did they want me to become?”
Jonathan smiled faintly.
“Exactly what you are.”
“A senior investigator.”
“The investigator people trust when institutions fail.”
Kelsey understood.
“They built my credibility.”
“Yes.”
“For the operation Cross mentioned.”
Jonathan nodded.
“What operation?”
“I don’t know the final objective.”
“You expect me to believe that?”
“I only know its name.”
Kelsey waited.
“Operation Shepherd.”
Christopher asked, “Meaning?”
Jonathan looked at Kelsey.
“When Halcyon eventually became public, people would need someone credible to tell them what happened.”
Silence.
Kelsey felt something inside her turn cold.
“They created me to expose it.”
Jonathan shook his head.
“To expose whichever version they choose.”
A controlled whistleblower.
A trusted investigator whose reputation had been engineered over decades.
Kelsey stood.
Every triumph in her career suddenly looked suspicious.
Every superior who had opened a door.
Every case that had arrived at the right moment.
“How much of my life is mine?”
Jonathan’s expression softened unexpectedly.
“That’s the question Subject 17 always asks.”
She turned.
“What?”
“Every simulation ends there.”
Kelsey stared.
Jonathan continued.
“You always discover the manipulation.”
“And then?”
“You either destroy the archive…”
He paused.
“Or take control of it.”
Kelsey’s phone rang.
Samuel Reed.
She answered.
His voice came urgent and frightened.
“Kelsey, Cross knows where the entrance is.”
“What?”
“She accessed a legacy authorization file twenty minutes ago.”
“Where is she?”
“Fort Halstead.”
Kelsey stood.
Christopher reached for his coat.
Samuel continued.
“There’s something else.”
“What?”
“I decoded part of Daniel’s last transmission.”
“And?”
“He didn’t disappear because Lantern found him.”
Kelsey stopped.
“Then why?”
“He went into the archive.”
“Why?”
“To stop whoever initiated Protocol Lantern.”
Kelsey’s blood ran cold.
“Who initiated it?”
Samuel hesitated.
“The authorization used your credentials.”
Kelsey stared at the wall.
“That’s impossible.”
“I know.”
“When?”
“Forty-eight hours ago.”
Kelsey remembered where she had been.
Germany.
Then flying home.
Her credentials should have been inaccessible.
Unless someone had built them into Halcyon years earlier.
Or someone with near-perfect access had used them.
Ryan.
Malcolm.
Cross.
Mercer.
Daniel.
Liz.
Too many possibilities.
Samuel lowered his voice.
“Kelsey, your father left one additional message.”
“What?”
“If the archive identifies Subject 17 as hostile, it will activate Shepherd.”
“What does Shepherd do?”
Samuel’s answer came through static.
“I don’t know.”
The connection cut.
Then every light inside the station went dark.
Emergency power activated three seconds later.
Red illumination filled the corridor.
An officer shouted.
Christopher stepped outside.
The building alarms began sounding.
Kelsey’s secure phone displayed one system notification.
MILITARY EMERGENCY AUTHORIZATION
LTC KELSEY MORGAN
STATUS: COMPROMISED
DETENTION AUTHORIZED
Christopher looked at the screen.
“You’ve just been designated a security threat.”
Kelsey looked toward Jonathan.
His restraints hung open.
Empty.
The chair where he had been sitting was vacant.
No one had seen him leave.
Then the station intercom activated.
A woman’s voice filled the building.
General Evelyn Cross.
“Kelsey, do not resist.”
Kelsey’s face went still.
