The Blue Ledger Was Open

The strongest evidence came from a woman named Maribel Santos.

Maribel had lived with her two children in a school shelter after the floods destroyed their apartment. According to Blue Meridian’s records, her family received three meals a day for seven weeks.

In reality, food deliveries stopped after the third week.

Maribel found Nora at the catering office after seeing the newspaper accusation.

“I know you did not steal from us,” she said.

She carried a plastic folder containing shelter schedules, text messages and photographs.

When the official meal deliveries ended, volunteers had brought sandwiches from home. Families complained to the county, but the shelter director told them funding had expired.

Blue Meridian continued billing the county for another month.

Nora called Lucas.

Within days, investigators interviewed other families. The pattern repeated across six shelters.

Thousands of meals had been billed but never delivered.

Medical supplies had also disappeared. The Bellweather Renewal Foundation claimed it purchased blankets, generators and water filters. Several shelters received none of them.

The money had been transferred through Blue Meridian and then divided among consulting firms.

One transfer paid for renovations to Celeste’s estate.

Another paid Damian’s personal credit card.

A third funded the inauguration celebration.

Yet Damian continued campaigning as the champion of flood victims.

Nora attended his final pre-inauguration dinner and watched him embrace Maribel in front of photographers.

“We will never forget what your family endured,” he told her.

Maribel looked past him at Nora.

Neither woman spoke.

Later that night, Nora found an envelope beneath her windshield wiper.

Inside was a copy of an internal county email.

The message instructed shelter administrators to approve Blue Meridian invoices without verifying meal counts. The order came from the deputy county administrator, one of Damian’s closest allies.

At the bottom was a forwarded message from Damian’s private address.

Keep the numbers consistent with the projected totals. We cannot afford discrepancies before the election.

Nora delivered the email to Lucas.

“This connects him directly,” she said.

“It connects him to manipulating totals. The defense will claim he was discussing projections.”

“How much more do you need?”

“Enough that a jury cannot misunderstand.”

Nora became frustrated.

“People were hungry. He used their names to steal money.”

“I know.”

“Then arrest him.”

Lucas leaned forward.

“If we move too early, Damian claims political persecution, destroys the remaining records and protects himself behind everyone who followed his orders. We need the ledger because it may show where every payment went.”

Nora looked toward the guesthouse.

The blue books remained locked inside.

The following morning, Damian announced that the inauguration celebration would include a tribute to families affected by the floods.

Maribel and dozens of former shelter residents received invitations.

Their names would be used again, this time as decorations around Damian’s victory.

Nora made a decision.

She called every Red Maple employee and told them the inauguration contract was canceled.

Then she sent Damian a written notice.

Red Maple Catering will not provide meals for the inauguration because the purchase order appears to misuse emergency relief funds.

Damian responded within one minute.
