Chapter 10 - The Fire Without Flames

No flames had entered the Grayhaven evidence room.
The suppression system released chemical foam because someone activated it manually. Cameras showed only white vapor filling the hallway.
When the room was cleared, Thomas Hart’s metal evidence box had disappeared.
Captain Ross had been under observation in his office.
Michael Voss was locked in a holding cell.
Dana was with state investigators.
Every exterior door had remained secured.
The box had left through a route not shown on the official station plans.
Jonah Reed found it.
Behind the lowest evidence shelf was a narrow maintenance hatch leading to an old underground utility corridor. The passage connected the station to the courthouse, the records annex and a disused municipal tunnel beneath the waterfront.
Mud covered the tunnel floor.
The same gray-brown mud Miriam had tracked into the station.
Ross had not left the box in the evidence room by accident.
He had positioned it beside the hidden exit.
Naomi’s team entered the tunnel from three directions.
Evelyn was ordered to remain outside, but Miriam insisted on accompanying Naomi as a witness to identify anything connected to Thomas.
They found the metal box beneath the courthouse.
It had been opened.
Most of the contents remained inside: Thomas’s wallet, a broken watch, an old county identification card and several burned financial records.
One item was missing.
A cassette tape listed on the original inventory.
The label described it as a personal dictation recording recovered from Thomas’s vehicle.
Ross had signed the form confirming that the cassette was destroyed eighteen years earlier.
It had not been destroyed.
Someone had removed it less than thirty minutes ago.
Jonah followed the wet footprints through the tunnel. They ended at a steel door beneath the old bus terminal.
On the other side, Dana’s family attorney waited beside a state-owned sedan.
He surrendered immediately.
The cassette was not with him.
He claimed an unknown woman had paid him to carry the empty metal box into the tunnel and leave it beneath the courthouse.
“What woman?” Naomi asked.
“She called herself Director Vale.”
“Director of what?”
“She never said.”
“Describe her.”
“Mid-fifties. Dark coat. Gold government pin.”
The woman reflected in Miriam’s terminal video.
Naomi searched state employment records.
Only one senior official named Vale had access to the records facility Helena refused to authorize for search.
Director Celeste Vale managed the State Witness Protection and Archival Security Office.
Evelyn knew her.
Vale had approved Evelyn’s highest-level security clearance.
She had also attended Thomas Hart’s memorial service.
Before Naomi could request a warrant, Helena Ward called.
“Do not approach Celeste Vale,” the Attorney General said.
“Why?” Evelyn asked.
“Because Vale disappeared from state custody twelve years ago.”
“I saw her six months ago.”
“You saw someone using her identity.”
Evelyn looked toward Miriam.
“Who is she?”
“That is what Thomas was trying to learn.”
“What is on the cassette?”
Helena lowered her voice.
“The real reason your father’s death was staged.”
“So he survived.”
“For three days.”
Miriam closed her eyes.
Helena continued.
“Thomas agreed to enter protective custody. Before we could move him, someone accessed the secure location using my credentials.”
“The photograph.”
“It was taken at the terminal before the transfer. Ross was supposed to drive Thomas to a federal site.”
“And instead?”
“Thomas vanished.”
“Was he killed?”
“I do not know.”
“Why did you tell my mother he died in the crash?”
“I did not. Ross did.”
Miriam opened her eyes.
“The dental confirmation came from your office.”
Helena said nothing.
Naomi stepped closer to the phone.
“Attorney General Ward, we need the search authorization.”
“You will have it.”
A document arrived in Naomi’s secure inbox seconds later.
Search authority was granted for every property connected to Meridian Civic Holdings, including the state records warehouse.
The signature was valid.
But the approval had not come from Helena’s account.
