Chapter 14 - The Colonel Who Refused to Die

Fort Hensley had been decommissioned eight years earlier.
The officers club remained behind fencing while developers argued over historical preservation.
Emma had attended dozens of events there during her service.
She knew the ballroom.
The kitchen.
The rear terrace.
What she had never known was the tunnel system beneath it.
Daniel did.
"Voss showed me."
Emma drove while police vehicles followed several miles behind.
Brooks had insisted on backup.
Emma had insisted the backup remain invisible.
"What are the tunnels?"
"Old command bunkers."
"How many exits?"
"At least four."
"Guards?"
"Probably."
"Surveillance?"
"Definitely."
Daniel looked at her.
"You sound like you did when we met."
"Don't romanticize this."
"I'm not."
"Good."
He stared out the window.
After several minutes he spoke.
"If we get Lily back..."
"When."
"If we get her back, I don't expect anything from you."
Emma kept driving.
"No forgiveness."
Silence.
"No marriage."
Silence.
"I just want a chance to tell her I didn't choose to forget her."
Emma looked at him briefly.
"Then stay alive long enough to explain."
They reached the abandoned club at sunset.
Emma wore no visible weapon.
Daniel carried nothing.
They entered through the front doors.
Dust covered the ballroom.
The place where they first danced stood beneath torn chandeliers.
A speaker activated.
Voss.
"Welcome back."
Emma looked toward the ceiling.
"Where is Lily?"
"Direct."
"You trained me."
A dry laugh.
"I did."
"Show her."
Lights activated on the far wall.
A monitor displayed Lily sitting in a room.
Uninjured.
Afraid.
A woman stood behind her.
Patricia Caldwell.
Older.
Alive.
Daniel stared.
"Mom."
Patricia looked directly into the camera.
Her expression was empty.
Emma's instincts sharpened.
Something was wrong with her.
Medication.
Conditioning.
Fear.
Voss spoke.
"Families are such efficient weapons."
Emma looked around.
"Come out."
"I no longer move well."
"Cancer?"
Daniel stared at her.
Voss paused.
"Daniel always talks."
"Eventually."
Another laugh.
A section of the ballroom floor opened electronically.
Stairs descended.
Emma and Daniel looked at each other.
Then went down.
The tunnel walls were painted the same industrial gray as Daniel's photograph.
A yellow stripe ran along the floor.
Room numbers appeared.

Emma stopped.
Daniel's photograph.
This was the place.
Room 42 opened.
Samuel Voss sat behind a metal desk.
He was thinner than Emma remembered.
Cancer had hollowed his face but not his eyes.
Two armed men stood behind him.
Nathan Hale stood beside the wall.
Lily sat in a chair near Patricia.
Emma's chest tightened.
"Lily."
"Mom!"
One guard touched Lily's shoulder.
Emma stopped.
Voss smiled.
"Still disciplined."
"Let her go."
"Eventually."
"No."
Voss looked amused.
"You don't command here."
Emma stared.
"You once told me command isn't granted by the room. It's granted by whoever everyone watches when the room starts burning."
Voss's smile faded.
Daniel looked at Emma.
Hale did too.
Emma continued.
"Everyone is watching me."
Voss leaned back.
"I missed this."
"I didn't."
He nodded toward Daniel.
"Your husband caused all of this."
Daniel said, "You caused it."
"I gave you purpose."
"You gave me fear."
"Same thing, if properly used."
Lily looked at Daniel.
Her eyes filled.
"Dad?"
Daniel broke.
"Hi, bug."
Emma almost stopped breathing.
Bug.
His nickname for Lily when she was a toddler.
Lily stared.
"Why are you old?"
A tiny laugh escaped Daniel through tears.
"Long story."
Voss seemed irritated by the tenderness.
"Enough."
He placed a folder on the desk.
"Emma, Red Cedar is collapsing."
"Good."
"Without structure, the people inside it will destroy evidence and kill one another."
"Still good."
"They will also kill witnesses."
Emma said nothing.
"Judges. officers. accountants. families."
He looked toward Lily.
"Children."
Emma's hands curled.
"What do you want?"
"You."
"No."
"Not permanently."
"No."
"Three months."
Emma laughed.
"You kidnapped my daughter and expect negotiation?"
"I expect you to understand scale."
He pushed the folder toward her.
"Inside are names of forty-three compromised officials. Eleven active federal agents. Four military officers. Two senators."
Hale shifted slightly.
Emma noticed.
Voss continued.
"Some work for me. Some want me dead."
"And you want me to clean house."
"I want you to identify who belongs to whom."
"Why me?"
"Because nobody owns you."
Emma looked at Daniel.
Voss followed her gaze.
"Not even him."
Emma turned back.
"What happens if I refuse?"
Voss looked at Lily.
Emma took one step forward.
Both guards raised weapons.
Daniel shouted, "Don't."
Voss smiled.
"There she is."
Emma stopped.
Then she noticed something on the wall behind him.
A fire alarm housing.
Old.
Mechanical.
Daniel followed her eyes.
He understood.
They had trained for this kind of communication without ever knowing they would need it together.
Emma looked toward Hale.
He appeared nervous.
Good.
She said, "I accept."
Daniel's face changed.
Voss smiled.
"Excellent."
Emma continued.
"On one condition."
"What?"
"Lily walks out now."
"After you sign."
"Before."
"No."
Emma smiled.
"Then you don't actually believe I matter."
Voss stared.
She stepped closer.
"You want the woman who walked into rooms overseas knowing everyone might lie to her. The woman who trained your people. The woman you supposedly chose because nobody controls her."
Voss said nothing.
"If I sign while you're threatening my daughter, you've proven you can control me."
She looked around.
"And then I'm useless to you."
Voss's expression changed.
Emma knew she had him.
He lifted one hand.
The guard released Lily.
"Go to your mother."
Lily ran.
Emma caught her.
For one brief second, the mission disappeared.
There was only her child.
Emma whispered, "When I say run, follow the yellow line."
Lily nodded against her shoulder.
Voss said, "Now sign."
Emma looked toward Daniel.
He subtly shifted his foot beneath the fire alarm pipe.
Emma picked up the pen.
Then the lights went out.
Daniel kicked the alarm valve.
A deafening bell exploded through the tunnel.
Red emergency lights flashed.
Emma shoved Lily toward the corridor.
"Run!"
Gunfire erupted.
Hale shouted.
Daniel tackled one guard.
Emma struck the second.
Patricia screamed.
Voss disappeared behind the desk.
Brooks's tactical team entered from the western tunnel.
The entire underground complex erupted into chaos.
Emma reached Lily.
Daniel dragged Patricia toward the exit.
Hale vanished.
And when police finally secured Room 42 twelve minutes later, Samuel Voss was gone.
Only his wheelchair remained.
On the desk was a photograph.
Emma picked it up.
It showed Lily.
Taken at school three years earlier.
