Chapter 12 - The Country with Sealed Family Courts
Bellmare denied entry to the federal team, but public pressure after the gala forced its government to permit a limited child-welfare delegation. Bell, Cole, Emily, Anna, and Torres traveled under diplomatic supervision. Hope remained at a secure embassy residence with a medical team, though Emily hated every meter between them.
Bellmare's capital appeared polished and quiet, built around stone banks and private courts. New Mercy's office occupied a former convent overlooking the river. Officials claimed the building had been empty for months.
The coordinates from Miriam led beneath it.
Diplomatic guards attempted to delay the search until local judges reviewed the warrant. Bell released authenticated ledger pages to international reporters. Within minutes, cameras surrounded the convent. Bellmare officials opened the gate rather than be filmed protecting a suspected child prison.
Below the chapel, investigators found classrooms, dormitories, and interview rooms designed to resemble comfortable homes. Children had been taught new family histories through repetition. Walls displayed photographs of smiling parents who had never met them.
Anna found her daughter in a room painted green. The girl's current name was Elise. She knew Anna only as the dangerous woman from training videos.
Anna stopped several feet away.
“My name is Anna,” she said. “I am not going to make you call me anything else.”
Elise asked whether Anna had caused the fire that killed her first mother.
“No,” Anna answered. “But people used my face to teach you fear.”
The child did not run into her arms. She asked for the caretaker who raised her. Anna allowed investigators to bring the woman in under supervision. Emily watched her sister choose the child's emotional safety over the reunion she had imagined for years.
Miriam was gone.
Her room contained medical equipment and recordings proving she had sabotaged several Archive transfers. It also contained signed authorizations for others. She had saved some children and selected others for continued study.
A message waited for Emily.
“You want villains and protectors to be different people,” Miriam said on the screen. “Rebecca wanted the same. The Archive survived because every person inside it believed their worst act prevented something worse.”
She explained that Hope's activation would occur on her second birthday, when a scheduled database process compared the child's genetic sample with the Maternal Key registry. If matched, dormant archives in twelve countries would unlock.
The process could expose every remaining network.
It could also reveal the identities and locations of thousands of children, witnesses, and protected survivors to anyone who reached the data first.
Destroying the system would protect them but bury evidence forever. Activating it could free families and endanger them simultaneously.
Emily had fourteen months before Hope's second birthday, not forty-eight hours. The short deadline referred to Elise. Rusk planned to move her after international inspectors left.
Cole intercepted him at a private airfield outside the city. Rusk had arrived under diplomatic cover with forged orders transferring Elise and six other children. A gunfight ended when local officers, now facing public scrutiny, refused to obey his credentials.
Rusk was wounded and captured alive.
This time, independent teams collected his DNA.
He gave Emily no dramatic confession. He merely said, “You will activate Hope because curiosity has always been stronger than fear in your family.”
The rescued children entered independent protective care. Anna remained near Elise without demanding recognition. Lucy met her true mother through counselors and chose to keep the name Lucy while learning her birth name. Painful truth replaced a beautiful lie.
Emily returned home believing the largest immediate threat had passed.
At the embassy, Hope had developed a fever.
Doctors found no infection. Her bloodwork showed a protein that had not appeared in earlier tests. The protein formed only after exposure to a specific synthetic compound.
Someone had already begun the activation process.
