Chapter 11 - The Doctor Who Signed Twice)

Daniel carried Lily downstairs.

Claire followed through thickening smoke.

The fire began in the garage.

By the time firefighters arrived, flames had spread into the kitchen wall.

The family escaped.

The house did not.

Claire stood across the street wrapped in a blanket as windows exploded inward.

Lily clung to her.

Daniel kept one arm around both of them.

Their neighbor filmed a black vehicle leaving the street minutes before the fire was discovered.

The plate was unreadable.

Fire investigators found accelerant.

Arson.

The message on the brick transformed the case.

Someone was no longer merely hiding the past.

They were willing to kill.

Reed arranged protective housing.

No one outside a small investigative team knew the location.

Claire, Daniel, and Lily moved into a furnished apartment under temporary names.

Lily thought the names were funny.

Claire did not.

Every hallway sound woke her.

Every unfamiliar car made Daniel stand near the window.

Then the toxicology report on Victor Sloane arrived.

He had not suffered a natural heart attack.

A concentrated dose of potassium had stopped his heart.

Murder.

Reed no longer believed Voss was missing voluntarily.

Thomas entered protective custody.

Margaret was transferred to a secure location after someone attempted to contact her using a false attorney identity.

Then the break came from an unexpected source.

Rebecca's flash drive had been stolen.

But Rebecca had made another copy.

Lily remembered a small silver card inside her stuffed rabbit.

Claire carefully opened a stitched seam in the rabbit's back.

Inside was a micro SD card wrapped in plastic.

Rebecca had hidden it where Margaret would never search.

The card contained photographs of hospital documents.

Dozens.

Birth records from multiple hospitals.

St. Catherine.

Mercy West.

Northlake Medical.

Dates spanning twenty three years.

Some infants had two certificates.

Some mothers had names crossed out.

Some adoption files had no court case numbers.

At least fourteen children appeared to have been moved through the network.

One file was labeled A W.

Anna Ward.

Claire opened it.

A birth certificate listed Caroline Ward as mother.

No father field appeared on the scanned preliminary form.

A second document, created two days later, listed Elias Ward.

But another file existed.

An earlier birth record.

Mother.

Jennifer Cole.

Age seventeen.

Infant female.

Born the same date as Anna Ward.

Claire stopped.

Reed read silently.

Jennifer Cole's file contained no discharge destination.

No adoption consent.

No death certificate.

Her daughter had simply vanished from the medical record.

Claire whispered.

Anna.

Reed nodded.

Possibly.

Then they found a payment ledger.

Names were coded.

But several initials matched known participants.

SV.

VS.

EP.

MH.

And MD.

Marcus Dane.

Claire stared.

Dane had been receiving payments from the network for at least nine years.

Not as an investigator.

As protection.

Reed contacted federal internal affairs outside Dane's chain of command.

Within hours Dane vanished.

His apartment was empty.

His government phone was found beside a highway.

Claire asked the question nobody wanted.

Did Dane take Voss?

Reed answered.

Maybe.

Why?

Cleanup.

Or leverage.

The micro card contained one final folder.

Two death certificates.

Both signed by Samuel Voss.

Same infant.

Same time of death.

Different names.

Emma Rose Whitmore.

Sophie Grace Hale.

Claire read them again.

He signed both.

Reed nodded.

One dead baby officially became two.

Meaning somewhere in the system, one birth had to disappear entirely.

Which birth?

Lily's.

There was no original living birth certificate for Emma.

The network had erased it.

But Rebecca's archive contained a photograph taken at 2:21 a.m.

Seven minutes after Emma's birth.

Emma's eyes were open.

Her oxygen monitor displayed normal values.

Claire stared until tears blurred everything.

She was healthy.

Yes.

Voss had known.

Yes.

Claire covered her face.

For six years she had believed her daughter died from a heart condition.

There had been no fatal heart condition.

Her baby had simply been valuable to someone.

The next document explained why.

A handwritten note from Voss.

Margaret problem resolved.

Hale child transferred.

Whitmore child acceptable.

Sloane handling family exposure.

T W report made route clean.

Ward approval unnecessary.

Claire pointed at the last line.

Ward approval unnecessary.

Reed frowned.

That means Ward knew about the network.

Maybe.

And sometimes approved transfers.

Maybe.

But not mine.

Apparently not.

Then why was Caroline Ward at the hospital?

Reed read the documents again.

Maybe she wasn't part of the network.

Maybe she was trying to stop it.

Claire remembered Sarah's statement.

You promised there would never be another child.

Caroline had sounded angry.

Not cooperative.

Claire searched news archives.

Caroline Ward died twelve years earlier.

Official cause.

Single vehicle accident.

Late at night.

No witnesses.

Claire's instincts tightened.

Another accident.

Evelyn Price.

Caroline Ward.

Rebecca Hale.

Victor Sloane.

A trail of dead people around Voss.

Reed noticed something in the file metadata.

The photographs on Rebecca's card had been created using a camera registered to someone named C Ward.

Claire asked.

Caroline?

Reed shook his head.

Could be.

Then another image loaded.

A photograph of Voss sitting at a restaurant.

Across from him was a man younger than Senator Ward.

The timestamp was only four months earlier.

The man looked directly into the camera.

Claire had seen his face during campaign coverage.

Nathan Ward.

Elias Ward's younger brother.

A former judge.

Reed zoomed in.

May you like

On the table between Voss and Nathan lay a photograph.

A photograph of Lily.
