“And you could have taken it?”

Mara looked at the harbor.

Ships moved beneath the afternoon sun.

“Because if a system requires one good person to control everyone else, it isn't a good system.”

The lieutenant nodded.

Mara struck the bell once.

Mara looked once more at the water.
