Chapter 25 - THE PERFECT LISTBlack Tide's final defense was not secrecy.

It was contamination.

For years, the organization had added innocent people to its own membership records.

Heroes.

Whistleblowers.

Opponents.

Anyone who might someday expose it.

If the list became public without verification, innocent careers would be destroyed alongside guilty ones.

The truth itself had been weaponized.

Mara understood why Keene was smiling.

“Expose us,” he said, “and you destroy thousands of innocent people.”

“Hide the list,” Mara replied, “and you survive.”

“Exactly.”

Thomas looked ashamed.

“It was my design.”

Mara turned toward him.

“You created this?”

“The original version. It protected covert informants.”

“And Keene changed its purpose.”

“Yes.”

Keene appeared behind the glass observation booth above them.

He was not alone.

Three corporate executives stood beside him.

The buyers.

Keene raised a glass.

“You defeated Rourke because he thought power meant fear.”

He smiled.

“I understand something better.”

“What's that?”

“Power means making good people afraid to act.”

Mara smiled back.

Keene stopped drinking.

Nathan recognized the expression.

“Mara?”

She looked toward Reyes.

“Remember what we learned from the Resolute?”

Reyes understood.

“There is always another record.”

Mara had never intended to publish Keene's list.

She intended to compare it.

Financial transactions.

Travel records.

Procurement signatures.

Encrypted communications.

A name would only be exposed if independent evidence confirmed involvement.

The corrupted list had become irrelevant.

Keene's smile vanished.

Then alarms began screaming.
