Chapter 6 - THE IMPOSSIBLE CHOICE

Caroline's greatest strength was not fearlessness. She had been afraid in every serious operation of her career.
Her strength was refusing to let fear decide the order of her thoughts.
She assigned each truck to a separate response team and told them the vehicles might be decoys. She ordered cyber analysts to trace the live video without transmitting active probes that could alert the kidnappers. She asked Grace's hospital supervisor for details of her recent shifts, patients, and unusual visitors.
Then she turned to Richard.
"Tell me everything Eleanor taught you about the ledger code."
"I told you, I barely understood it."
"Barely is more than nothing."
He remembered that buildings represented accounts, doors represented authorization chains, windows represented shell companies, and foundations represented original funding sources. Eleanor called one hidden account the Nursery because it financed new identities.
"Did she use family names?" Caroline asked.
Richard's face shifted.
"There was a structure called Grace House."
Caroline leaned closer. "What was it?"
"I assumed she named it after your sister."
"Where was it registered?"
"Not registered. It was a phrase in the margins. Grace House has no northern windows."
An analyst entered. Grace's kidnapping feed carried a rhythmic vibration consistent with rail transport, not a road vehicle. The moving background had been digitally composited.
"She is on a train or near one," the analyst said.
Richard whispered, "No northern windows."
Caroline pulled up satellite maps of Redan properties. An abandoned children's hospital south of Baltimore had once been financed through a foundation called Grace House. Its northern wall contained no windows because it bordered an elevated freight line.
The building had been closed for seventeen years.
Caroline sent a small rescue team without changing the visible deployment pattern around the four trucks.
At the same time, the first truck reached a checkpoint near Fort Meade. The driver ignored commands to stop. Troops disabled the engine. Inside they found no explosives, only thousands of blank identity documents and a dead courier with a crown symbol burned into his wrist.
The second truck contained medical coolers filled with counterfeit vaccines.
The third carried servers programmed to erase procurement records.
The fourth disappeared from traffic cameras two miles from a naval communications center.
Caroline recognized the design. Three threats were evidence. One was the true strike.
She ordered an aerial search and locked down every service entrance to the communications center.
At Grace House, Captain Noah Mercer led the rescue team through a flooded basement. Mercer had served with Caroline for six years. He was steady, quiet, and incapable of theatrical courage. When he reported two armed guards down and one hostage located, Caroline allowed herself one breath of relief.
Then Mercer said, "Colonel, the hostage is not your sister."
The woman tied to the chair was wearing Grace's clothes and a realistic mask.
Beneath it was Ambassador Stephen Vale.
He had been drugged, beaten, and left with a note pinned to his coat.
ASK RICHARD WHO PAID FOR PRAGUE.
Richard read the message and went pale.
"Who paid for Prague?" Caroline asked.
"The conference where Eleanor became ill," he said. "Her travel was sponsored by a private donor."
"Name."
"Adrian Kessler."
The operations room froze.
Adrian Kessler was the current secretary of national infrastructure and a member of the continuity council overseeing Operation Lantern.
He also had access to the four targeted installations.
Caroline called for his immediate detention.
Kessler was already inside the naval communications center.
He had arrived twenty minutes earlier using emergency credentials issued under General Bell's authority.
The missing fourth truck was found empty behind a maintenance building.
A camera feed from inside the center showed Kessler walking toward the primary encryption chamber with two armed security officers.
One of the officers looked up at the camera.
It was Luis Ortega.
In his hand was Caroline's stolen data key.
Beside him walked Grace, unbound and wearing a security badge.
Richard stared at the screen.
"She is helping them."
Caroline watched Grace touch two fingers to her wrist.
Someone is listening.
Then Grace pointed subtly toward Luis and tapped three times.
Do not trust Dad.

But her eyes were fixed not on Richard.
They were fixed on Caroline.
