Chapter 9 - The City Learns the Truth
The arrests spread across Northbridge before sunrise.
Chief Raymond Voss was taken into federal custody alongside Marcus Hale, three city officials and two executives from Northbridge Development Group.
Searches of their homes uncovered hidden accounts, destroyed evidence and records of illegal payments dating back nearly fifteen years.
Marcus’s recorded confession connected him directly to the Mercer case.
Voss initially denied everything.
Then investigators played Marcus’s statement.
Within a week, Voss began negotiating with prosecutors.
The city reacted with disbelief.
Voss had spent decades presenting himself as a protector of the public. He had appeared at charity events, school ceremonies and police memorials. His photograph hung inside city hall.
Marcus had received awards for bravery.
Both men had built their reputations on lies.
Tom was placed on temporary leave while investigators reviewed his role in the operation. He expected criticism for keeping evidence outside the department.
Instead, the state attorney publicly praised him for refusing to abandon the case.
Reporters gathered outside his house.
Tom refused every interview.
Annie agreed to release one written statement.
My family was not destroyed because my father did something wrong. They were targeted because he tried to tell the truth. Detective Callahan believed me before I could speak. I hope people remember that silence does not mean someone has nothing to say.
The statement appeared in newspapers across the country.
At trial, Annie entered the courtroom beside Tom.
Marcus refused to look at her.
Voss watched her with open resentment until the judge warned him to face forward.
Annie testified for less than forty minutes.
She described the voices she heard, the boots she saw and the silver star swinging from Marcus’s shoelace.
The defense tried to argue that Tom had influenced her memories.
Annie calmly opened one of her childhood sketchbooks.
Every page had a date.
Every drawing showed the same details long before Tom suspected Marcus.
The jury needed only six hours.
Marcus was convicted of conspiracy, obstruction, evidence tampering and his role in the attack on the Mercer family.
Voss was convicted on additional corruption and financial charges.
Both received sentences ensuring they would spend the rest of their lives under strict confinement.
When the verdict was read, Annie did not smile.
