Chapter 13 - The Vote at 8:40

Elena survived the poison, but she remained unconscious as the board meeting began.

The Everly headquarters had never held so many police officers, reporters, lawyers, and survivors. The board chamber occupied a circular hall beneath a stained-glass dome. Nine directors sat behind a curved table. Edmund appeared on a large screen from the hospital. Scarlett’s testimony link remained dark until called.

Lucia entered in a plain black dress. Mateo wore the only suit he owned. Neither accepted the ceremonial pins offered by the board secretary.

Miriam Cross’s chair was empty.

At 8:12 p.m., the acting chair called the meeting to order.

The Circle of Nine moved immediately to reject both claimants. Pike’s injunction forced them to hear evidence first.

Victoria’s recorded statement played. She identified Lucia as her biological daughter and described Richard’s control. Dana Bell testified about Saint Orison. Pike presented financial transfers. Edmund admitted his complicity in falsifying Lucia’s death record.

Each confession weakened the foundation and strengthened the truth.

At 8:31, Scarlett appeared on screen.

The room reacted with whispers.

She wore a detention uniform and no makeup. Without the red gown and polished cruelty, she looked younger.

“My name is Scarlett Cross,” she began. “I was raised as Scarlett Whitmore. I served as a director of Whitmore Civic Holdings and signed fraudulent transfers from the Everly Children’s Trust. I knew the transfers were hidden. I told myself I did not know who was harmed. That distinction was cowardice.”

She described Richard’s instructions, Rusk’s threats, and the conditioning at Saint Orison and Bellweather. She did not ask for mercy.

Then she looked into the camera.

“Lucia Vale did not steal my family. My father stole both of ours.”

At 8:37, alarms sounded in the chamber.

The building’s network disconnected. Doors locked automatically.

On every screen appeared Richard Whitmore.

He stood beside Victoria in Wing Zero. Malcolm Rusk held a gun behind her.

“Good evening,” Richard said. “We have reached the part where ideals become choices.”

He ordered Lucia to claim the founder’s seat and vote yes on Reserve Resolution 14. If she refused, Victoria would die on camera. If police entered Wing Zero, Rusk would fire.

The acting chair smiled faintly.

Lucia saw it.

He was part of the plan.

Mateo saw it too.

The board secretary placed the founder’s seal before Lucia. “State your claim.”

The clock showed 8:39.

Lucia stood.

“My name is Lucia Vale,” she said. “I am the biological daughter of Victoria Whitmore and a descendant of Elias Everly.”

Richard smiled on screen.

“I claim the founder’s seat.”

Mateo rose beside her.

“My name is Mateo Reyes.

The tag was accompanied by a tiny photograph of two boys sleeping in adjacent hospital cribs. Their faces were nearly identical. On the border, Sofia Reyes had written, They told me fever made me see double.

Victoria remembered approving a grant to Sofia shortly after the hospitalization, believing it paid medical debt. Richard had handled the paperwork personally. The amount matched the annual silence payments exactly.

For the first time since the scandal began, Mateo looked truly afraid. Not of losing money or status, but of losing the certainty that his mother had always known which child she brought home. I am also a descendant of Elias Everly. I challenge the exclusivity of her claim.”

The directors shouted. Lawyers objected. The charter system froze, unable to assign the seat.

8:40.

No vote could proceed.

Richard’s smile vanished.

“Kill her,” he told Rusk.

Rusk raised the gun.

Victoria moved first. She drove her chair backward into his knees. The gun fired into the ceiling. At the same moment, Chen’s team breached Wing Zero through an old oxygen tunnel identified by Elena’s maps.

Gunfire cracked through the video feed.

The screen went black.

Lucia stopped breathing.

At 8:41, Pike restored a private server connection. Mateo inserted a drive supplied by Scarlett. The board’s destruction command appeared.

They had sixty seconds to reverse it.

The acting chair lunged across the table. Edmund shouted through the screen, “Use the founder’s veto.”

“There is no seated founder,” Lucia said.

“Then create one.”

Mateo placed his hand on the seal beside hers.

Together, they entered both genetic verification codes. The system recognized competing heirs and activated an emergency provision no one had noticed in the charter:

Every active recipient of an Everly grant received a secure vote.

Thousands of phones lit across the country.

At 8:42, instead of destroying the archive, the system released it publicly.

Names, payments, facilities, and sealed settlements flooded independent servers.

The Circle of Nine lost control in a single minute.

Police arrested six directors inside the chamber. Two fled and were captured downstairs. The acting chair swallowed a capsule and collapsed before officers reached him.

The Wing Zero feed returned.

Victoria lay on the floor.

Chen knelt beside her.

Rusk was in custody, bleeding from the shoulder.

Richard was gone.

Behind the chair, a tunnel door stood open.

On the wall, he had written:

You saved the archive. Now find the children inside it.

The public release did more than expose crimes. It activated messages Elena had hidden inside survivor files. Across the country, people received coordinates, old names, and scanned photographs. Some discovered siblings. Others discovered that the identities they had defended all their lives were assignments written by strangers.

Elena had marked the sentence as trauma confusion. Richard had marked it as unresolved duplication. Lucia saved the file before the server crashed, unaware that it would become the key to the next mystery.
