Chapter 13 - Beneath Sloan Headquarters

Rachel refused to bring Ava.
Voss expected that refusal, which meant the demand itself served another purpose. He wanted Rachel to believe Mara was the target while he moved against Evelyn's implant or the rescued patients.
They designed a counterplan around his certainty. Victoria publicly announced that she would surrender at Sloan headquarters with Rachel and Ava. News networks gathered outside the locked building. Adrian arrived with federal marshals and cameras, eager to turn the surrender into proof of his narrative.
The child beside Rachel was not Ava. Celia wore a hooded coat and carried the stuffed rabbit. From a distance, with cameras restricted behind barricades, the silhouette was convincing.
Ava remained in the mountain safe house with Lena, Mason, and North. Or so only six people believed.
Rachel, Victoria, Cole, Evelyn, and Celia entered the headquarters lobby with hands raised. Adrian greeted them before the cameras.
"This can end peacefully," he said.
Rachel looked at him. "It ended peacefully for you every time someone else disappeared."
He ordered the marshals to take them. The moment one officer touched Celia's hood, she broke his grip and triggered a pulse device hidden in the rabbit. Lobby cameras died. Victoria's loyal security team sealed the public doors from inside.
Cole opened the service route to Room B. They descended through the archive elevator and found the concealed entrance to the Council chamber behind a wall of server coolant pipes.
The chamber was circular, lined with twelve chairs and analog recording equipment. Portraits of former officials hung above each seat. Malcolm Sloan's portrait had been removed, leaving a pale rectangle on the wall.
Mara sat restrained at the center. Grant guarded her with a pistol. Voss worked beside a surgical console designed to access Evelyn's implant.
Adrian entered behind them through a private passage, applauding slowly. "For people who reject conditioning, you remain remarkably predictable."
Rachel saw the trap. The federal marshals in the lobby were not Adrian's main force. Hidden shooters occupied the gallery above the chamber. Celia spotted them too.
The fight began without a signal.
Cole drove Grant into the console. Victoria dragged Mara behind the central table. Celia fired at the gallery lights. Rachel crossed the floor toward Voss while bullets struck sparks from the metal chairs.
Voss met her with the cane blade he had hidden at Saint Orison. He was older, wounded, and still terrifyingly precise. Their fight moved through the chamber's narrow center: elbow, blade, block, knee, breath. He targeted Rachel's scar. She targeted his damaged leg.
"Fourteen seconds made you believe you were free," he said.
"No," Rachel replied. "My daughter made me remember I always was."
She trapped the cane beneath a chair and broke it. Voss pulled a compact pistol. Before he could fire, Mara struck his wrist with the broken restraint bar.
Grant escaped Cole and seized Victoria, pressing a gun to her neck. He demanded a clear path out. Victoria looked at Rachel, then deliberately drove her heel into Grant's foot and dropped her weight. Cole tackled him.
Adrian reached Evelyn and pressed an extraction device behind her ear. The implant began to overheat. Evelyn screamed.
Rachel had no time to cross the chamber. She threw Voss's broken cane blade. It struck Adrian's hand and knocked the device away.
Voss used the distraction to open a hidden door. "You still think this room is the center," he said. "It is only a courtroom for people the Council has already judged."
He vanished into the passage.
Adrian tried to follow, but Victoria blocked him. Brother and sister stood beneath their father's missing portrait.
"You threatened a seven-year-old," Victoria said.
"I protected a system that protects millions."
"No. You protected the feeling of being necessary."
Adrian reached for a second weapon. Mara fired first, striking his shoulder. Federal sirens filled the levels above as Evelyn's network released the first archive package to international investigators.
Grant surrendered. Adrian was arrested. Mara survived. Evelyn's implant stabilized.
But Voss escaped with the second part of the distribution key.
Then Lena called from the mountain safe house.
Her voice was broken by static.
"Rachel, Ava is gone. She left with North. He said you authorized it."
Rachel stared at the open passage where Voss had disappeared.
On the chamber wall, a hidden screen activated.
Admiral North appeared beside Ava inside a moving vehicle.

"I am sorry," he said. "The Council cannot be destroyed by evidence alone. It must be inherited by someone who can control it."
In the Council chamber, Mara found a ledger hidden beneath Malcolm's missing portrait. It listed payments not in money but in favors: a sealed prosecution, a promoted officer, a medical license restored, a newspaper acquisition approved. The Council had purchased silence by rearranging entire careers. Victoria photographed every page before the fight began. Later, she released the ledger without removing her own father's name. Advisers begged her to redact it for the company's survival. She refused. A truth edited to protect the powerful was only a more elegant lie. Rachel understood then why Victoria had locked the building at the gym. She was capable of command, but she was finally learning that command without accountability was merely another locked door.
