Chapter 9 - The Sister Who Had Been Raised by the Enemy

Claire Arden did not ask for an embrace.
She asked for a lawyer.
That alone made Emily trust her more.
They met in a federal interview room with Ortiz, Graham, Margaret, and two attorneys present. Claire placed the infant bracelet, adoption papers, and a stack of photographs on the table.
“I was raised by Harrison and Lydia Bell,” she said.
Judge Harrison Bell.
The man with the red ring.
The man who had helped force Daniel’s thumbprint onto the false affidavit.
Margaret’s eyes filled, but she remained silent.
Claire continued. “They told me my biological mother died. I learned the adoption was illegal three years ago when Lydia became ill and gave me a locked box. It contained the bracelet and letters from a nurse named Evelyn Hart.”
Emily remembered the scratched photograph. “Why come forward now?”
“Because Harrison called me yesterday. He told me to leave the country. He said Margaret Rowan had killed my birth mother and would kill me to protect the trust.”
“And you did not believe him?”
“I believed he was afraid.”
Claire had spent years quietly investigating Ward Seven. She found six other children from the ledger, now adults with powerful adoptive families. Some refused contact. One died after announcing plans to sue. Another disappeared.
She also found references to a program called Continuity.
“What was it?” Ortiz asked.
Claire opened one of Evelyn Hart’s letters.
“Conrad Vale believed bloodlines could be managed like corporate assets. Children connected to founders, politicians, and judges were placed where they could later influence inheritance, testimony, and control.”
Emily felt cold.
“You were placed with Judge Bell for a reason.”
Claire nodded. “He was supposed to control me. Your father was supposed to control you.”
Margaret flinched at the word father.
Claire looked at her for the first time.
“Thomas Rowan was part of Continuity.”
“Do you know whether he is alive?” Margaret asked.
“I know Harrison spoke to a man named Thomas six months ago. He called him the Keeper.”
The word appeared in Samuel’s ledger beside several split-crown entries.
KEEPER AUTHORIZES REPLACEMENTS.
Margaret sat down slowly.
Emily asked the question neither daughter wanted answered.
“Which of us was supposed to be placed?”
Claire’s eyes lowered.
“According to Evelyn’s letter, both.”
Thomas had apparently changed the plan. One infant was reported dead and transferred to the Bells. The other remained with Margaret. No explanation was recorded.
Perhaps he had spared Emily.
Perhaps he had selected her for another purpose.
DNA samples were collected under chain of custody. Until results returned, Claire refused family labels.
“I am not here to become anyone’s missing daughter,” she said. “I am here because Harrison Bell and Orison Crown destroyed lives.”
Emily understood. Blood could prove connection. It could not manufacture trust.
That night, the three women stayed in separate rooms at the secure residence.
At two in the morning, Emily found Claire in the kitchen reading the Ward Seven ledger.
“You could not sleep either,” Emily said.
Claire gave a humorless smile. “I spent thirty-four years believing I was chosen by good people. Now I know I was assigned.”
“I spent eight years believing I was loved by a man who was positioning me.”
They sat across from each other.
Claire studied Emily’s sling. “Did he do that?”
“Yes.”
“Why did no one stop him?”
“Some did not see. Some saw pieces. Some benefited from not understanding.”
Claire traced the edge of the ledger.
“Harrison never hit me. He did something quieter. He made every choice before I knew there was a choice.”
Emily nodded. “Adrian did both.”
For the first time, the distance between them softened.
At dawn, Ortiz entered with urgent news.
Harrison Bell had been detained at a private airfield. In his luggage, agents found bearer bonds, three passports, and a flash drive containing encrypted board communications.
But Bell refused to speak unless granted immunity.
“He claims he can identify the person controlling Orison Crown,” Ortiz said.
Margaret’s expression hardened. “No immunity for a man who helped imprison Daniel.”
Emily looked at Claire.
Claire’s face revealed nothing.
“What does he want protection from?” she asked.
Ortiz opened a photograph recovered from Bell’s phone.
It showed Thomas Rowan stepping out of a black car in Geneva two months earlier.
Older. Thinner. Alive.
Margaret touched the image with one trembling finger.
